The cleaning industry is the new front line of defence and must rise to the challenges and embrace the opportunities of defence and response. The UK can quite rightly boast the finest emergency services in the world with our security services obviously protecting us from many potentially catastrophic events. We, the public rest easy knowing that we are protected  and should the worst happen, we will be miraculously saved by blue lights and medicine. This confidence has come at a cost which terrorists have clearly identified. That cost is a national stupidity and slavish belief that it’s always someone else’s responsibility to protect us.

Knowledge in risk management or business continuity is usually the result of book learning written by those that have little or no actual experience at the coal face. This is often the case in terrorism and CBRN issues where ex police or military experts rely on their training which was designed to detect, arrest or kill the culprits and certainly not defend business or occupants without the need for significant training, equipment and the luxury of a command structure enforced by discipline.

Corporate actions to protect employees and visitors are well covered by legislation  and that duty extends to assessing the hazards and risks of CBRNe terrorism and even pandemic. With both UK & US governments proclaiming that Bird Flu and  terrorism will be with us for two generations the risk is high. This is emphasised by UK security agency Mi5 showing the current threat as “Severe” just below the highest warning of “Imminent”. We can expect a terrorist CBRNe event or start of a pandemic today. We should have already established defensive actions but they are seen by many as an unnecessary added expense usually because of the need for expert advice.
